Campuses, as plural public spaces, are not free from the stigmatization of gender expressions that deviate from dominant masculinity norms, one of which is the labelling of feminine-presenting male students as "boti". This study examines how students of Universitas Negeri Medan make sense of this phenomenon and how Pancasila values, especially the first and second principles, appear in their attitudes and interactions. Using descriptive (Husserlian) phenomenology and Colaizzi's (1978) analytic procedure, we interviewed eight purposively selected students from different study programs and cohorts using a semi-structured guide of eight questions. Five themes emerged: (1) the presence of "boti"-labelled students is understood on a spectrum from ordinary to conditional acceptance; (2) the label is attached on the basis of expressive markers rather than knowledge of the person; (3) everyday interaction is generally relaxed but ambivalent; (4) the value of Belief in One Supreme God is interpreted in plural ways, from grounds for non-judgment to a frame for normative correction; and (5) the value of Just and Civilized Humanity is almost uniformly read as a basis for rejecting insults. The essential structure of the experience is strong internalization at the level of interpersonal civility but incomplete acceptance of the expression itself. The findings offer material for evaluating Pancasila education in higher education so that tolerance and respect do not remain merely normative knowledge.
