Abstract

Equality of access to technology-based education has become a critical issue in the digital era, as it determines both the quality and fairness of learning opportunities. Although technological advancement provides opportunities to expand the reach of education and improve teaching and learning processes, challenges remain in the form of unequal infrastructure, limited digital literacy, and socio-economic disparities, particularly in developing countries such as Indonesia. This study employed a descriptive qualitative approach to explore the challenges and opportunities of achieving equal access to educational technology, with informants selected through purposive sampling involving teachers, students, and policymakers. Data were collected through in-depth interviews, classroom observations, and document analysis of educational policies. The data were analyzed interactively through reduction, presentation, and conclusion-drawing, with methodological triangulation and member checking used to ensure validity. The findings reveal that the digital divide between urban and rural areas remains significant, compounded by limited teacher competence and students’ economic constraints. However, the study also highlights promising opportunities through educational technology innovations, equity-oriented policies, and digital literacy programs that can support inclusive education. The study concludes that ensuring equal access to educational technology should be considered a strategic investment that requires collaboration among governments, educators, communities, and the private sector to effectively enhance the quality of education both in Indonesia and globally.
